A parliamentary committee has rejected the Victorian government's pre-election plan
to have armed officers in hospital emergency departments.

The drugs and crime prevention committee's inquiry into violence and security arrangements
in Victoria's hospitals says deploying armed guards could actually incite violence.

It says under no circumstances should either armed or unarmed Victoria Police protective
service officers be placed in hospitals or emergency rooms to assist with security.

The committee says the sight of guns also has the potential to intimidate patients
or the public unnecessarily, and it's opposed hospital security guards carrying or using
firearms, capsicum spray or Tasers.

MELBOURNE, April 5 AAP - Qantas has been preparing for industrial action by secretly
training its managers in the US in ground-handling operations.

According to Fairfax newspapers the airline has been readying its managers since before
Christmas for the prospect of industrial action by ground staff, including baggage and
ramp handlers later this year.

The report says the strike-busting training by private contractors at Los Angeles Airport
includes loading and unloading aircraft, as well as driving trucks in restricted airport
areas.

A Qantas spokesman said managers had been sent to the US, something the airline had
done during industrial disputes over the past 10 years.

"This type of contingency measure is important to ensure our passengers can continue
to fly as normal in the event of union-led strikes," he said.

The airline is engaged in intense negotiations with unions representing both licensed
aircraft engineers and 1700 long-haul pilots for months.

But it is the airline's thousands of workers represented by the Transport Workers Union,
such as the baggage handlers, refuellers and catering staff, who are considered most likely
to take industrial action later this year.

Police are hunting for a man who kidnapped a woman in the New South Wales Hunter Valley
yesterday.

The 24-year-old woman was in Barton Street in Kurri Kurri at about four o'clock yesterday
afternoon when a 35-year-old man .. believed to be her former de facto .. grabbed her
and dragged her into a laneway before forcing her into a vehicle.

The man then drove her to a home at Ellalong where officers found the woman in the
yard after witnesses called police.

The kidnapper is described as Caucasian .. 183 to 188 centimetres tall and is thin.

He has a fair complexion and no facial hair.

Anyone who sees him shouldn't approach him but contact police immediately.

MELBOURNE, Dec 25 AAP - A Victorian hoon driver has been added to Santa's black list
after being nabbed speeding 70km/h over the speed limit.

Police intercepted the 26-year-old driver about 9am (AEDT) on the Western Ring Road
at Tullamarine, in the Melbourne's north.

The driver, who had a female passenger in the car at the time, was speeding at 170km/h
in a 100km/h zone, police said in a statement.

The Audi A4 sedan was seized by police and impounded under the state's hoon laws.

Due to the Christmas break, the hoon won't be able to pick up his car until Tuesday.

Senior Constable Jeremy Balas from the Fawkner Traffic Management Unit said he couldn't
believe the driver's behaviour.

"Being eager to get someone home for Christmas lunch is not a good enough excuse for
putting other road users at risk," he said.

"It's better to turn up to a loved one's house late than to have them mourn your loss
on such an important day," he said.

SYDNEY, Aug 15 AAP - A man has been banned from Sydney's ANZ Stadium after allegedly
spitting at the referees during Friday evening's NRL clash between South Sydney Rabbitohs
and Gold Coast Titans.

Police say the 26-year-old spat at the refs as they walked off the pitch and through
the player's tunnel at the end of the match, which ended in a 22-14 victory for the Titans.

"The man, from St Andrews in Sydney's south-west, was issued a field court attendance
notice for offensive conduct," a police statement said.

"A banning notice from ANZ Stadium was issued for six months.

"The man will appear before court at a date to be fixed."

Police arrested and charged one person for offensive conduct, resisting arrest and
assaulting police and officers ejected two people from the ground for being drunk.

CANBERRA, Dec 24 AAP - ACT police seized more than 120 tablets of suspected ecstasy
in two raids over the weekend.

A 39-year-old man will face the ACT Magistrates Court after police found 90 suspected
ecstasy tablets at his O'Connor residence in central Canberra on Friday.

In a separate incident yesterday morning police apprehended a 33-year-old north Canberra
man after they intercepted an alleged drug deal in the city.

Police allegedly located three tablets of suspected ecstasy in the man's possession
and a further 33 tablets in his vehicle.

The man has been charged with the possession of a prohibited substance and trafficking
a prohibited substance.

He will appear in the ACT Magistrates Court on January 10.

NSW: 230 jobs to go at Newcastle steel pipe plant

SYDNEY, Aug 17 AAP - Around 230 jobs at a steel pipe and tube product plant in Newcastle
will be lost as the company restructures operations.

Australian Tube Mills, a joint venture between OneSteel and Smorgon Steel, announced
today it was shutting two of its three mills at Mayfield.

However, around 50 employees will be reemployed at other sites in NSW and Victoria,
leaving 180 people out of work.

The company's general manager for corporate development and sustainability, Mark Gell,
said the restructure followed a review of operations undertaken in March.

"It's a decision we have to make, it's a hard decision we have to make," he told reporters.

"But, the reality is, we want to build a long-term sustainable business ... occasionally
we have to make hard decisions to get the business on a competitive footing."

Mr Gell said the company would offer a redundancy package of four weeks salary as well
as other services including helping redundant workers to find other employment.

Similar reviews were being conducted of other divisions within the merged Smorgon-OneSteel
company, he said.

The Australian Manufacturing Workers' Union (AMWU) said rumours that the merger would
result in significant job loses had been around for months.

"What we are seeing today is not only a devastating blow to the Hunter Valley but beyond
that to the entire Australian steel industry and our export market," AMWU official Steve
Murphy said.

"The federal government needs to immediately step in to provide support to the workers
and families who lose their incomes."

SYDNEY, Dec 1 AAP - Three men and three women have been charged with cultivating cannabis
following dawn raids on properties in Sydney's south-west yesterday.

Police allege the six were members of an organised crime syndicate.

Police seized hundreds of hydroponic plants and dried cannabis with an estimated street
value of more than one million dollars.

Raids were carried out by more than 60 officers on six addresses in south-west suburbs.

A 56 year-old woman and a 29-year-old woman have been refused bail to appear in Liverpool
Local Court today and a 34-year-old man and a 25-year-old woman have been refused bail
and will appear at Bankstown Local Court today.

To men, aged 28 and 29, will appear at Newtown Local Court on December 21.

SYDNEY, April 25 AAP - A man has been winched to safety after surviving a 15-metre
fall into a crevice in the Blue Mountains, west of Sydney.

The 30-year-old from Claymore, in Sydney's south-west, fell down a cliff and became
wedged between rocks about 12.20pm (AEST) today, emergency services said.

The man was bushwalking with friends in an area known as the Grand Canyon, near Medlow
Bath, when he slipped while trying to retrieve a water bottle, the Westpac LifeSaver rescue
service said.

Paramedics abseiled to the injured man and treated him at the scene, the NSW Ambulance
Service said.

The man was winched out about four hours after he fell, despite initial concerns low
cloud and mist could hinder the rescue.

He was taken to Nepean Hospital in a serious but stable condition with suspected lower
spinal injuries.

SAN ANTONIO-Lending cannot grow without an investment in technology infrastructure, according to one person.

David Polet, Voice of Consumer manager with CUNA Mutual Group, reminded attendees at CUNA's America's Credit Union Conference that consumers have already invested in technology themselves, and one off-shoot of that is they aren't dependent upon their credit union for information.

"How do you get new members in the door? By investing in technology, not loan officers and new lending processes," said Polet.

The implication, he said, is that credit unions can only grow loans by focusing on how consumers shop. "Members have the ability to compare rates and quotes for loans at the tip of their fingers," Polet reminded.

Credit unions need to adapt to the changing shopping landscape in order to grow loans. Fifteen years ago, the loan officer controlled the lending process because the consumer didn't have access to as much information. Today, that's not the case, he added.

"Generation Y consumes and makes decisions completely differently than their parents," Polet said, urging credit unions to embrace technology to meet Generation Y's needs and to attract new members for loans.

"Baby boomers are retiring; their lending lives are coming to an end. That's not the case for Generation Y whose lending lives are just beginning to grow," Polet said.

He noted credit unions have no choice but to focus on meeting the expectations of Generation Y, especially since there are 84-million Generation Y consumers versus only 80 million baby boomers, according to 2010 US Census Bureau findings.

Polet explained how banks have more technology that is in tune with what Generation Y consumers expect. "Picture check deposits, text banking and mobile banking are all being embraced by banks," said Polet, highlighting the need for credit unions to do the same.

In fact, many analysts are predicting mobile banking will overtake online banking in just a few years, he added.

"You must know your members and potential members to effectively use new technology," Polet said.

According to a December 2009 Mercatus mobile banking study, mobile financial service capabilities were more influential in a consumer's decision to select a financial institution than availability of online banking, access to ATMs, or nearby branches. The study also indicated that by 2014, more consumers will access their accounts through mobile devices than through the Internet.

"Mobile banking is clearly taking over the online channel. Keep in mind, in order to grow member loans you must grow your membership, which means your technology must benefit future members," said Polet, stressing the need for credit unions to embrace mobile technology to attract the mobile member.

Anthem Blue Cross and Boys & Girls Club of Camarillo Team to Help Kids Get Active through 'Exergaming'.

The Centers for Disease Control and Prevention announced that nearly 30 percent of California's children and adolescents are overweight or obese, and those numbers are expected to grow exponentially unless dramatic action is taken to address and reverse the trend.

In an effort to help improve child health and physical well-being, Anthem Blue Cross and the Boys & Girls Club of Camarillo have joined forces to help kids increase their fitness levels through exergaming playing interactive video games that incorporate exercise in a way that promotes inclusion and appeals to all levels of skill and body types.

The group said this cool new program enables Boys & Girls Club members to put down the remote, put themselves in the game and take part in boxing, bowling, dancing and playing everything from soccer to volleyball to table tennis, through the gaming system Kinect for Xbox 360 from Microsoft.

"This exciting initiative builds on the terrific relationship we've established with the leadership of the Boys & Girls Clubs of Camarillo in helping to improve the well-being of their club members while also creating successful models to promote healthier lifestyles for children and families in our community and across California," says Pam Kehaly, president of Anthem Blue Cross.

Recent studies, such as one published in March 2011 by the Archives of Pediatrics & Adolescent Medicine, show that exergames, like those played through Kinect, get kids up and moving burning energy at levels comparable to the moderate to vigorous exercises recommended to keep children fit and active.

According to a release, what's more, the study demonstrated that children with higher BMIs which included those who were either overweight or at risk of becoming overweight enjoyed exergames more than children of normal weight, though all of them expended similar amounts of energy. Additionally, a national survey from the Pew Internet & American Life Project indicates that 97 percent of America's youth play video games, illustrating just how ingrained video games have become in youth culture. And while exergaming is relatively new, market analysts and industry experts agree that exergaming is a growing trend, helping to move people of all ages from being sedentary to being more active.

The new program will break club members into age groups in order to study the effect of regular exergaming in helping to improve physical activity levels. Participants will be surveyed and assessed for their weight, height, BMI, and waist circumference, as well as their physical activity and nutrition habits, before and after the program, which is expected to run for four months.

"We will test the idea that having these interactive games available as a form of exercise will be a way to engage the 10 percent of our members that are overweight or obese who have shied away from traditional sports, as well as the other 90 percent who are consistently active but also eager to compete and excel in new forms of sport," says Bill Locker, chief executive officer of the Boys & Girls Club of Camarillo.

Assessing and addressing student science ideas.(Perspective: Research and tips to support science education)

A colleague and I were talking about our recent science units. He mentioned that several of his students still had some "wacky" ideas about certain concepts. I noticed from my pre- and posttests that a few of my students still had misconceptions too. What can we do to assess and address students' science ideas?

Where do students' "wacky" science ideas come from?

Our students are not blank slates. They come to school with a wide range of experiences that have shaped their science understandings--reading books, watching TV, playing video games. Sometimes these sources get the science wrong (for example, the popular Pokemon game uses the term evolution instead of metamorphosis when referring to creatures going through life stages). In a study of 79 children's books, Trundle and Troland (2005) found that many books reinforced misconceptions about Moon phases and contained incorrect pictorial representations. Everyday language also contributes to scientific misunderstandings. Phrases such as "shut the door or you'll let the heat out" can cause students to think that heat is a substance, not a form of energy. Interactions with phenomena can lead to inaccurate scientific understandings. For example, although any two objects will fall at the same speed in a vacuum, in everyday life a feather falls slower than a coin because of air resistance. Finally, students can construct inaccurate meanings from science instruction itself. Students can ignore teacher talk, use "noises that sound scientific" to represent incomplete understanding, or be confused by mismatches between their language and the teacher's (Osborne and Freyberg 1985). From many years of research about student science ideas, we know that student science misconceptions are prevalent, strongly held, and highly resistant to change.

How do I find out what misconceptions my students hold?

Researchers have used a number of strategies to assess student science ideas. The most common strategy is the individual interview (Osborne and Freyburg 1985). Interviewers ask students to explain phenomena and probe for more information. Or they provide words and pictures for students to sort based on their understanding of concepts like animal, living, matter, and electricity. However, the individual interview strategy may not be practical for the classroom. Other useful tools for assessing student science ideas include the two-tiered test (where a multiple-choice item is followed by the opportunity to explain one's reasoning), open-ended questions that lead to children writing and drawing about their ideas, and concept maps. Page Keeley and her colleagues (2005, 2007) designed a set of formative assessment probes to uncover student ideas. However, the simplest way to assess student ideas might be to listen to the students during class discussions and pay attention to what they write and draw in their science notebooks.

Teachers do not have to interview or test every student to find out their ideas--many science misconceptions are quite common and can be predicted. The internet is a valuable resource for delineating possible student misconceptions before the start of a unit. For example, some university science teacher educators have websites that list student science ideas (Hanuscin 2001). Some researchers have compiled the findings from numerous studies of children's ideas in various science topic areas (see Driver et al. 1994). Other books describe in-depth studies of student learning in one area, like Shapiro's (1994) study of fifth graders learning about light. Some science curriculum materials also list common student misconceptions. For example, in a unit about force and motion, it is common for many students to think that a force is needed to keep an object that is moving in motion or have trouble understanding how a wall or a table can exert a force on their hands. When teachers are aware of these areas of potential difficulties, they can begin to plan instruction that will address student misconceptions.

What strategies can I use to address students' misconceptions?

There is widespread agreement among science education researchers that the first step in students changing their conceptual understanding is becoming dissatisfied with their current ideas. Activities that challenge students' ideas, such as discrepant events, create disequilibrium that students want to resolve. Furthermore, students need to be presented with new concepts that are reasonable and meaningful to them (Shapiro 1994). Many researchers have found that a learning cycle approach (Brown and Abell 2007), with opportunities for exploration and science talk, can lead to conceptual change. For example, Gang (1995) found that using a learning cycle with middle school students to help them understand Archimedes Principle was more effective than traditional presentation and demonstration. Hardy and colleagues (2006) investigated third-grade student learning about floating and sinking. They found that students who received high instructional support in the form of discussion, reflection, and connecting concepts developed more coherent understandings of floating and sinking than students with less instructional support. Maria (1997) followed one boy from kindergarten through third grade, tracking his understanding of the causes of day and night and the seasons. Developmentally appropriate instructional scaffolds (e.g., exploring models, engaging in hands-on activities, and discussing what he read) helped him restructure his ideas. Good science instruction can lead to conceptual change--that's what Trundle and her colleagues found (2007) when studying fourth graders' learning about phases of the Moon. What we learn from all of these researchers is that when students actively participate in science by doing and thinking and communicating, conceptual change is possible.
